Perennial Policy is a boutique, Arizona-based government relations firm specializing in legislative advocacy, assisting clients in navigating the complex dynamics of state and local government.

About Elise

Elise Kulik is the founder and principal of Perennial. With over a decade of experience in and around state and local government, she takes a research-based and data-driven approach to legislative advocacy.

Prior to starting her own firm, she served in each of Arizona's three branches of government, most recently as the legislative liaison for the Arizona Judicial Branch and as a budget analyst at the Governor's Office of Strategic Planning and Budgeting. Before government service, she worked as a contract lobbyist on issues ranging from K-12 education to health care to water policy. She also provided association management and grant management expertise to various professional trade associations. During her time in government, she managed multiple state agencies' budget portfolios and was responsible for successfully lobbying for tens of multi-million dollar federal grants and state appropriations for new government projects and initiatives. She was also nominated by her peers in recognition of her work with the courts as Arizona's Best Government Lobbyist for multiple years.

Elise graduated from Arizona State University with a B.S. in biological sciences and a minor in mathematics.
